Do they make a porter wall in a 21" some of you old hot rod guys may remember a porter wall, however you spell it, it was this white deal that went between your tire and wheel, to make your tires look like white walls, I know they make them in a 18" cause we used some on a bobber once, you cant tell that they are not part of the tire.
