I'd call the HD Tech Line and ask 1 800 258 2464 if it's plug and play.
But first I'd give them the VIN and see which dealer sold the bike and what dealers did any recall work and try to contact them. They may have owner information. If they won't tell you who it was they might call the previous owner and get the code for you. Might save you a few Benjamin's

yeah 2008. my local dealer did a vin search told me it was sold at henderson harley to a guy in michigan, they didnt have a name or wouldnt tell me the name. i called the selling dealer and they gave me their code but wouldnt budge on previous owner. I purchased the bike in michigan which is where the owner supposedly was from
anyone on here from Redman michigan previously own a 2008 ultra classic that they dropped and insurance totaled that belonged to the local plumpers union in Detroit? anyone? Bueller?
When you install the new security module there is a learn process the bike needs to run through, should be able to find the info online as I don't have it anymore.
Anyway the other electronic components in the bike need to learn the new one, once the process is complete I think it should work.
I installed security in my 2009 myself, went through the learn process and all was good. I did however need to get the dealership to program the fobs but only because it was a brand new system, I'm thinking that if you are installing one that has already been set up you likely wouldn't need to do that.
It's worth a try.
I can't believe they can't program a new fob without an old one, just doesn't make sense.....
