I or no one else without AFR sampling can tell you for certain how far off your VE tables are going to be after you make the change. The only way you are going to know for sure is to make your changes and take it to a tuner who puts it on a dyno and samples the AFR readings.
I would buy a flash tuner (TTS, PV or SERT) and find an independent shop in your area and have it tuned.
I'll chime in on this. I have a 07 Ultra, it was all stock before I started to make a deal on trading. Well I told the dealer I would trade if they put slip on mufflers and a SE air filter kit and if the price was at or near what I was paying for old bike. Well saleman called back said with the mufflers and air cleaner it would be about $50 a month more I was like well I'll pass. They called back said they could do the pipes and the price would be what I'm paying now. Here's the kicker. The dealer called me back and said that with them putting just mufflers on it'll need a fuelpak. I was like I've never heard of that, but he also said if I was going to put a high flow air cleaner on in the future I would need a fuel pak anyways. So they put a fuelpak on with the Rush mufflers, so the only thing I have to do now is get my high flow air cleaner and install it myself and ride away. And I have a Arlen Ness Big sucker air cleaner kit on the way.
Hey, Harley tech told me only need to tune if you change the mufflers and intake. One or the other, no tune.
I had to install the VIED's becasue I am too cheap to pay for the full tune. Realistically, I will have to get the tune this year. Wait till the bike runs rough and then spend the money. My 2 cents.
Pipe expander is a good idea just to make things a little easier,anti sieze helps too.. You probably won't need to tune but it will certainly help.. There are tons of options that are budget friendly these days
New touring with stock head pipes, you can install Rush Big Louie slip-ons with SB2 baffles. It has a 3" baffle in the left for sound and a 2.5" in right to provide a bit more back pressure so it doesn't lean out too much. As long as that's all you do, no tuning required. With any change to exhaust or intake tuning is recommended. Location also depends. Someone in Miami will have a different experience than someone in Denver. Due to this I recommend checking with your local tuner for specific recommendations. If you want Rush slip-ons and don't want to tune, use the SB2 baffle setup in the Big Louie's.
