Rushmore bikes come will longer cables and can easily do 12" bars and 14" if your creative. 10" bars is as high as you can get with stock cables on 2013 and older bikes.
I did the 12" yaffe on my 2012 SG. Plus 6 on the clutch worked for me. You are correct in only replacing the upper brake line, I can't remember if I went plus 6 on that or not...seems like it was only 4. Also I just relocated my wire connections but if I was to do it again I would extend instead. Good luck
