Yes, a CB can be added to a Tri-Glide. Assuming we're talking about a Rushmore - you need the CB module, the PTT switchpack,and the antenna.
You will also need the mounting stud for the antenna. No dealer flash required.

May not require a full on flash but the dealer will have to enable sound output. Installed the PTT, module, coax and antenna myself on my RGS. The radio recognized the module and I could transmit but I couldn't hear anything. The dealer had to turn on the sound for receive.

Now . . . . If Only . . .
1.) Harley would come out with an "Update" that would switch the Odometer Reset Switch with the PTT function on the Right Squelch/PTT Lever Joy Stick. (Requires CAN Bus address reasignments) Kind of tough to keep your hand sready on the Throttle and press the PTT Switch at the same time. It is difficult to believe anyone at Harley who actually rides bikes tried this out before it hit the production line.
2.) Harley would replace the CB Coax with a true No Ground Plane Coax and an Antennae that can be tuned (SWR). Then it might be able transmit more than 1 or 2 miles (if you're lucky). There IS a reason Harley calls it a "Bike-to-Bike" system and does not call it a CB Radio. Duh!
