I have an 07 Ultra and had the Dealer install the HD oil temp gauge in the fairing, I also have their oil cooler. The Dealer has tried 3 times to make the gauge go over 110 degrees to no avail The gauge has power, they have tried installing before the oil cooler and after the oil cooler. Nada Nada!!
If the dealer installed the temp probe into a bushing in the oil pan the sensor might not be protruding beyond the sensor if so this lack of oil movement around the sensor would be false and maintain the same reading
1. HD's oil temp sensor is two wire- does not need a good ground.
2. Sensor will measure what it comes into contact with - so even if does not protude into the oil pan, eventually it will simply get warmed up by being bolted in the pan - just may take a few minutes longer.
Only two possible problems:
Gauge or sensor. I'd put my vote for a sensor problem. Would think the MoCo has specs for the amount of resistance at various temps - i.e. the sensor can be tested. Testing the gauge - tie the correct amount of resistance between the two sensor wires.
UltraNC nailed it - the sensor is a thermister - a heat sensitive resistor - have your dealer check its resistance and then compare it to a know good one. The installer may have also gotten the sensor and the 12v leads mixed up. I have mine in the oil pan and it does take a long time to heat the oil - and, that's exactly the way oil is supposed to heat up (and cool down).
