Seriously, you are even debating whether to replace it. The time it will take to sand and smooth it out is worth half the cost of a used on, there are hundreds on eBay. And if damages the belt and you have to replace the belt it is hours of labor and the cost of the belt if you do it yourself, and $450+ if the dealer does it. Then add the cost of a tow. Don't be foolish.
I would replace it. If it hit hard enough to bend the lip of the pulley I'm sure it also bent the pulley if only slightly. The pulley is easy to replace and the belt is not.

That pulley edge might make contact with the belt with every revolution.
Really impossible to make a reasonable judgment without seeing a picture.
For example, place the bike on a lift or slowly walk the bike forward one full revolution of the wheel and then repeat revolution going backwards.
You will notice the belt move towards and away from edge.
If lip is near the belt then you are taking a major risk that the lip will cut the belt edge.
Balance might also be a concern.
A good used pulley and new bolts are under $100.
A belt replacement is a real pain and costly.
