The handlebar moves whenI rock it back and forth. It is not the riser and the handlebar seems securely tighten. It just has alot of play in it.
Anymore input is appreciated. I am go to the dealership this morning.

i wanted to thank everyone for their input. I went to the Raleigh dealership to discuss the problem with them. The service manager was not in andI discussed it with the shop foreman. After a review of the situation he told me thought they were too loose. I was fully expecting I would then have to schedule an appointment and come back to fix it. I
asked about the scheduling and he asked me if a I a little while and he would do it right then. Told me to get a cup of coffee inside and they would fix it. I was elated at the Customer Service. Later he found me in their store to getme and show be what they found. Defective bushings were the problem. He exchanged them with HD bushings and at no charge I was on my way.
