Take a hard look at a Road Glide or a Road King. Also, shop Craigslist. There are some good deals there and you'll avoid dealer markups and bargaining. With a private sale you should avoid sales tax too. And, you only live once. Have some fun ...

She was going to sign up for an ABATE course then I planned to get her a Honda Rebel to start out on, then from there the plan was a Sporster after a season or so. But in the end, my concern (and her's too) about the exact things you mention above led us to decide that she loved riding on the back and we should keep it that way. At 56, I think it was the best decision for us.

same here mine took the riders course. Crashed hard. Got back up finished the course and took the written part of the test. Got up the next day and was to stiff to ride for the road test. She said im good with just riding bitch and enjoying just as much if not more. Im good with her on back too. But i was willinh to let her try at least and let her make up her own mind. She even bought a bike for herself. A Honda straight 4. It was a fast bike to much for her.
