I use 'Dark Sky', was free long ago from Starbucks. It works great, has everything you need in a weather app and more (rain alerts, wind speed by hour, current wind speed, radar, forecasts, rain % by hour, temp by hour, etc)
Whatever Apple is using for the built in app. Right now it's weather channel I believe. I live in Oklahoma so there is no such thing as an accurate forecast.
For text discussion and graphs go with the source that all the other apps pull from....NOAA. (I was a pilot weather briefer with the FAA, so I tend to gravitate towards what I used in my job, which was NOAA).

Just tried the Dark Sky app. It is pretty slick due to its simplicity.
not necessarily an "app," but I download the website from my phone's browser and save on homescreen: WPC rain prediction. Google that. Nice, accurate layouts of rain forcast for 6,12,18, and 24 hours. Then 2 to 7 days.
Weatherbug for forecast and current weather conditions
MyRadar for of course radar. Quick opening app that opens to a "moving" radar map. Very important to see how the rain/storm is moving.
Have been using radar Express for live radar - just grabbed MyRadar and I think I like it better.
Recently started using Google's mobile weather for forecasts, and seems to be pretty good. They recently added hourly precipitation amounts, along with likelihood.
I have used the app rain alarm for the last five years and found it to be the most accurate when you want to know where the rain is. Saved me a few times!!!!!!
