HID Headlight issue

I have a 2009 Road Glide, I've had a xenon hid headlight in it for years. One of the lights went out so I thought I would replace the bulb. Now, Bulb replaced you turn on the key it flashes on for a millia second then shuts off. If I switch the bulbs it does the same with a fresh bulb. The high beams work fine. Any ideas? Ground maybe?

Did you replace the HID ballast too?

What brand of HID did you originally use and what brand of bulb did you fit recently? I suspect they are not compatible.
