Default Backrest adjustment

No mention, pics, figures...zippo of backrest adjustment, cables, in the 08 Road King O-manual (typical HD oversight) on an obvious factory- assembled and installed bracket and cable adjustment tab. I can't adjust it forward. Any help out there?
Preesh.

It's not a factory installed item!

Go to the Harley online store. Find the backrest then you will have access to the instructions.

Red is correct, however unless the cable is broken or has somehow disconnected itself, you probably need a new gas shock for the backrest. There's a company that is the original equipment supplier for that piece and they were about $100 a few years back when I needed one. I just checked their site but they don't show it any longer. If it turns out that's the issue I'd still call them as the only other way to fix that problem is to replace the entire mount mechanism. Here is a link to their site: http://www.suspa.com/us/home-us/
