"Gummed up inside", was that the electric motor part or the pump part? If brushes, bearings, or failed seals are making the motor fail, a new pump may well repeat the process. If coolant is gelling in the pump, that is a different problem. Either way the MOCO needs to know what is going on. The proper cure depends on an accurate description of the problem. Makes me wonder if the "fix" will be a total COOLANT flush every two years. Harley makes no mistakes, it is you owners failing to do proper, timely maintenance that cause all the problems. Wonder how Harley would handle a class action suit.
Just got home from a 14 day trip in Colorado. Same thing happened to my friend on his 2015 limited ( bike had 18K on it) in Durango. Dealer there was great and took him right in. Turns out it was the water pump. Pump was $400 plus labor. His was covered under ESP. He was told he could ride it in without damaging anything but we trailered it to be safe. Good luck.

On mine it was the pump part. There is no direct drive from the motor to the pump.... it's "magnetically coupled"... a drum with magnets in it spins around a magnetic core. Doesn't take much resistance to make it stall.
