I jump back and forth between an 08 Road King and a 13 Limited. As rhuff said above, the only time you can tell any difference is when you push it hard in sweeping turns. As grbrown said, they were trying to address the rear end wobble that can be felt in the older frame in sweeping high speed curves. There is a curve on my way home that I can feel it every time in my Road King if I'm doing 70 or over. But guess what. I still feel it in my 13. Just not as bad. So in my opinion, the new frame is not leaps and bounds over the old. Improvement yes, but not a spectacular difference and you can't tell at all on the interstate.
Wide tire has a lot to do with what you describe as well. Wider tire is better for traction but worse for handling. Harder to roll onto the edge of the tire. You will really feel it as the tire wears. I ride almost entirely interstate and my tires get really flat on the bottom. Almost have to force it into a lean on a curve. Totally different bike when I put new tires on it.
