Take a look down at the locking tab how it fits into the slot that locks it once you lean the bike over. That movement you see is to make sure the locking tab enters the slot.
Believe it or not, some people do fail to get it in the slot and let the bike go over only to see it crash on over. That is why it is loose.

Obviously, you maybe have not studied how it works. Or mechanical things are not just you. Since you say it is sloppy, there could be a number of things going on.

The spring that holds it fwd or back depending on which way you have it could be installed improperly. Also, that bolt that holds the locking tab to the stand could be loose. If you do not fill comfortable checking these. Ask the serviceman at Harley to show you how to use the stand. Once he does, ask him does he think it is loose. Once you get him involved, that little service should be free unless it really needs adjusting, a new spring or a dab of Loctite and tightened.
I threw a picture of mine and the tab here. Not all that good. I own a machine shop and since my tab was rather sloppy and the stand did not quite suit my lowered rear suspension, I made a tab out of Kmonel scrap I had changing the angle slightly and also making the tab slightly wider and longer. Works great but I am darn careful before rolling the bike over.

H D used the same jiffy stand before elec. start came to be .

Word-to-the-wise? When using something like the J&S ensure your jiffy stand is fully extended before lowering the bike!!! Walking around the bike while on the hoist it can be bumped and appear to be fully extended, not good?

Occasionally check that top nut. If it comes loose you will get more more rocking because the tab is loose.

I park it first gear and push forward until drive line loads up and bike can't go anymore, then onto kickstand.

The jiffy stand will never not freak me out. As someone mentioned, the gas station is the worst! Haha I got a center stand for just that reason

Yep, if it's all the way forward it won't give, but it still freaks me out every time...

LOL I am not saying it doesn't..... but you get used to it. It's not going anywhere but "they all do that". If you leave it in gear it doesn't move as much.
