We gave you the TP part #. Looks like some leg work is on you now. There are some pre-installed pads that came with that TP listed in the install instructions here (see #4). You could take these to your dealer and figure it out if available.

Check the H-D website, where there are several similar leather-look tourpaks, yours looks very like the Softail pak #53209-09. You can download the installation instructions, which include part numbers for the various pads.

I found my pak on Craig's list. Mine has the two pads you mentioned. I would guess an upholstery shop would be able to fabricate a Pad? To your initial question if the paks were standard? For my 2004 it was an option.
