Talk to your dealer again and get specifics. 4 grand for brakes, rotors and a belt/pully combo is absurd. Honestly, belts and pulleys only need to be replaced if they are actually DAMAGED. There is NO WAY you have enough wear on those parts (at 45K miles) to warrant replacement unless something was adjusted WAY out of spec. I used to work for a dealer so I generally understand their point of view, but this seems odd.

It's that time of year, they're trying to keep their shop busy & saw you coming, find an honest shop & get a second opinion. Just take it in & tell them to do a quick check to see if it needs a little winter maintenance, don't tell them what the other shop wanted to do. Unless they find the exact same things I would run fast & never ever go back to the first shop!

Valve piston levers? The dealer is right,your bike is worthless scrap when that happens...

Look for a good local Indy. Ask around , do a search. You'll actually get to talk with the guy working on your bike, not just a service writer.

Those parts retail for $1200. And maybe 4 hours labor. They are quoting more than double what it should be. By the way it took me over 100,000 miles to wear my rotors near the limit. And my belt and pulleys are worn but still going. That year of bike will usually go more than 150,000 miles without a major repair. Take it somewhere else.
