When both were still available here in '13, the C had standard cruise, ABS and security. If you get a newer King, you can still buy the leather saddlebags to make it that C look.
I don't think they are lowered 1 inch....mine was not.
The FLHR, and the FLHRC were both the same height, but the FLHRS was the lowered one, and it also had leather bags and spoked wheels. Also the FLHRC had straps on the saddle bags to keep them shut, where as the FLHRS just had a button to push to open the bags, but they gave plenty of trouble, from what I heard at the dealership many years ago.

I have a 13 RKC. 13 shocks on mine from the factory. They are not lowered. Hard bags covered in leather, spoke wheels with tubeless whitewall tires, ABS, and security stock.
I stand corrected... For some reason they look lower when next to mine... Maybe the ones I have seen next to my bike were dropped? I got 944s on my bike now so I guess Im sitting lower.

The tires might say tubeless on the side but are they running without tubes, for certain?
Owned a Classic a few years ago. I much prefer the hard bag version. The leather Classic bags are a pain in the butt to take care of, they don't lock, and they leak. Mine was a 2007, so it had tubes in the tires, another thing I didn't like about it, and the spokes rusted easily if you didn't keep up with them. Traded it in after a couple years mainly for those reasons. Also think the hard bag Road King is a better looking motorcycle.
