When both were still available here in '13, the C had standard cruise, ABS and security. If you get a newer King, you can still buy the leather saddlebags to make it that C look.

I stand corrected... For some reason they look lower when next to mine... Maybe the ones I have seen next to my bike were dropped? I got 944’s on my bike now so I guess I’m sitting lower.

Pretty sure the FLHR has fender tip lights both front and rear, while the FLHRC does not.. Also the FLHRC is much faster and cooler.

The tires might say tubeless on the side but are they running without tubes, for certain?

It's possible, if his bike has the optional Profile laced wheels. They were designed to be run without tubes.

Owned a Classic a few years ago. I much prefer the hard bag version. The leather Classic bags are a pain in the butt to take care of, they don't lock, and they leak. Mine was a 2007, so it had tubes in the tires, another thing I didn't like about it, and the spokes rusted easily if you didn't keep up with them. Traded it in after a couple years mainly for those reasons. Also think the hard bag Road King is a better looking motorcycle.

You better look fast, because I was busted for this Pic before It belongs to Harley Davidson, and it wont stay very long, before a Mod deletes it and slaps my wrist
