I have the HD premium mono cartridge in my fork so I am not sure the clamp form lowes would be up to the task. I have the materials and equipment here to make one but trying to save some time by asking for measurements.
For those who aren't billionaires and can't afford a fork clamp, or are IT guys and can't build one, I come up with this idea when I did my fork spring kit once. You have to work slow, shove the fork and jack under the work bench, have fat *** Jack or some suitable person sit on the bench and jack up the fork slowly, and just enough to get the thread started.
Can you tell me or provide a link for the fork tube holder fixture that you have mounted in your vise?

Google "OTC #4779 fork vise" and you will get multiple vendors with different prices. I think I paid about $110 when I bought it a few years ago. It has a mount so you can have it stand alone, mounted to a work bench. I use the mount to clamp in my standard vise... my shop is small, I don't have unlimited work bench space to mount all that I would like..
