I got it done, thanks for your help PooBah. The passing light switch connector was on the left hand side (yellow and black/gray), the acc switch connector was on the right (orange/red and orange), looking into the headlight assembly. I snipped the yellow wire where its splits off from the headlight to go to the passing light (taped it off and pulled the plastic shielding back over it) and tied that into the orange/red wire going to the acc switch. Although the Drag Specialties (model 2060-0208) 55 watts didn't fit into the passing light lens. Which It said it was an "upgrade" replacement for hd 68453-05 27 watt halogen. So I'm still at 27 halogen watts a bulb for the passing lights, but at least I can leave them on when I switch to high beam!
Good deal, glad it worked out.
It is nice riding country roads at night with all 3 on bright to light up the road. A couple of years ago I saw a big old black dog laying in the middle of the road - at the last second! If not for the lights, I might not have seen Him and launched off Him to who knows where.
I swerved at the last second and buzzed by Him as He slowly lifted His old sleepy head. I thought for sure I was going to get Him with my highway peg, but I felt sorry for Him and gave Him a little extra "Lean".
That was close...

I'm set on running the passing lights to a different fuse than the headlight is on, both for safety and enabling me to run the passing light with both low and high beams. I think harley should have done this from the factory if only for the safety reasons..
The FEDS/US Government says no driving lights with high beams on, which is why the driving lights pull their power from the low beam circuit.
Cars are the same way.
ON older bikes there is a jumper cable you can buy for about 20 bucks, plug and play to work around it.... I have one on my 13 but not my 03
Newer bikes need to have the ECM flashed at the dealer to allow the driving lights to stay on regardless of HL beam choice.
