I had the same issue with the initial install of my WHIM. It ended up being a bad WHIM module. Ask your dealer to install another module to see that fixes the issue. If so, it was a bad WHIM.
You can also get an app for your phone to pair and configure the headsets.
The only configuration that I see in the Device manager for the BOOM AUDIO EXPAND HEADSET is for speed dial, to add 3 phone numbers.

For Apple devices the app is called Sena Utility and it looks like it allows you to configure many models of Sena headsets. Not sure if that includes the HD branded versions. I have the HD version of the 30K and there's a separate app for that which works with the HD and non-HD versions. Also, when using the HD device manager on a PC with a 30K it allows you to configure everything, I guess it's not as robust for other models.
The App does allow HD versions of the Sena Headsets.
One thing I noticed since I updated the firmware on my 30K to 2.1 the other day is that the volume control on the left switchpack doesn't function correctly; it lowers the volume but won't increase it. I have the box checked that says "volume controls headset" and it worked fine before that update. I've unchecked it now and the handlebar volume adjusts the Boom volume as it should. Anybody else?

I'm inclined to think so too.
I also see that the Sena Utility app doesn't list my headsets as compatible with it either.
I guess I should try and find someone close to me with a 20S or 30 headset and pair it to see if the config button appears. I actually have them working pretty good now. A friend of mine called me today while I was riding and he couldn't even tell that I was doing 70 on the highway.
It's hard being retired, you obsess over the dumbest things, haha!
