Can one be purchased by a non dealer? If so from where? If not is there an equivalent to it?

I don't think you can buy one, but you can do most dealer things with this... http://www.daytona-twintec.com/Twin_Scan4.html You can find them ~$400 online. Just a couple times doing ABS service will pay for itself.

I’ve seen that, but not sure does all the functions of the tech 2. Specifically whim turn on and such.

Mine doesn't do any audio features... at the time I bought it it said "coming soon....".

Maybe the Snap-On P1000 has what you are looking for?
