Well, I am not adding a different opinion here but the more you tell us, the more I would not go down that road. What is your reason for wanting it? Is it that you want to rebuild it? is it budget? IMHO I would be looking for the best bike I could afford. If it was a Sportster, then I would be thrilled with riding and be on the road. To me 500 miles in 8 months is not a positive. It does not appear that the seller is the one that was the owner when it flooded. Too many red flags.
I want to see you on a Sportster. A repaired Ultra is better than any Sportster.

In Kentucky yes but not necessarily so in other states. I know for a fact that if it had a prior COD it cannot be licensed in Florida, Mississippi, Louisiana, Ohio and Illinois. I am sure there are several others. If it has the other (non COD) Kentucky salvage title then no problem. I would do a car fax, COD will show up on that.

You said salvaged tittle in your first post, which is it? Also 500 miles in 8 months is nothing, like 62.5 miles a month. Hey, it's your money, and what ever floats your boat. No pun intended, okay maybe a little.

Yes, but it started out as a salvage. Then after it's repaired it's issued a rebuilt. It still could have started with a COD. A carfax will tell the story.
I ended up not buying the bike. It still had water in the engine.. it was worth checking out and a fun adventure but ultimately my bike is yet to be found.
