True words, but that is how HD wired the Instrument and light fuse back then. Like I said I could not find a 2000 FLHT schematic but here are a few pages from my 2004 manual both FLHT and FLHR.

Steve, you are absolutely dead on with your diagnosis. Besides, if he did have a direct short to ground on the other side of the fuse, the main circuit breaker should have tripped. Thanks for the clarification, buddy!

I don't think continuity to grd on the ign switch side is a problem if the other fuses are in place,( and the diagram posted is close to the real bike ) Look at the lights circuit, Ign switch side is common to Instrument fuse and if you follow the lights circuit it goes to ground through the running lights without a switch.

Hopefully Mel will come back and tell us where the short was.

How's the new Heritage?
Yeah, I'm not exactly sure that the 2001 FLT wiring diagram I linked to in my other post is the correct diagram for the OP's bike or not. Hopefully, Mel comes back with an update.

The Heritage? I'm still trying to fall in love with it. I'm not there, yet.

Lots of good suggestions in here. I know my bike is older than dirt but I had the symptoms the op described. During the process of elimination I found that the hot wire in the light socket in my tail light had rubbed the insulation off the wire so the power was going directly to ground.

Had one split the disk where the wires come thru under the light bulb and went to ground with that little spring in there.
