I made a plate holder from a thin piece of stainless plate. I cut it to go around the taillight and drilled it to bolt in at the turn signal bar bolts. I used a couple stainless bolts from the back side with acorn nuts to hole my license plate to it. I got an led light strip at Autozone that I stuck to the underside of the turn signal bar to light up the plate.
Finished this today, 2010 ElectraGlide Classic, I used a newer Road King light bar with factory license plate light and plate holder. Added bonus it's 2" narrower.
Another option is the signal bar from an 09 Road King or EG Standard.They are similar to your stock signal bar but have the mount and light for the tag below.
