I'm gonna go against the grain here from my experience.
I had my HD Dealer install the front legends at the preload recommended by the manufacturer.
I've got 1K miles on them and our roads here are horrible.
I'm wishing they backed off the pre load one turn for a better ride.
Once it warms up, if they don't settle in I'm going to talk to Legend about what I should do. In other words, if they'll help me out with labor to back off the preload.
Now, full disclosure, the ride is still much, MUCH better and more stable than stockers and the lack of brake dive is unreal.
I think they're riding too high up in the stroke to cushion as they should. Small stuff they're great, on the slightly larger bumps and pot holes, they buck a little bit.

As I stated above there were two different sets of instructions. Legend changed their weight numbers on the most recent set of instructions. 250 lb and under should be set on 0 now. And that's includes only the rider wait. Passenger weight does not change the front end setting. My set came with the old instructions and I had them set at 1 at 185 pounds and it was way too stiff. After finding the updated instructions and talking to Legend they told me 0 was my proper setting. It is so much better now as I had to reset them

One thing I was wondering about is how much this setup will raise the bike, I am 5'6" so raising the bike too much will not be the way I want to end up with, although legends are recommending the 13 shocks for the best results. Not sure about the front if the difference is there in performance between the full and the 1 inch lowerd kit.

On my SG the stock shocks were 12 in. And there was no sad with the stock shocks . With the Legends at 13, once I sit on the bike they sit at 12, same as stock. The bike sits 1/2 inch higher then stock without anyone on it.

I'm 275lbs plus riding gear and it's still too stiff for me. My dealer set mine at 1 per the new instructions.
200-300lbs per their site say 1 turn AND it includes luggage. I easily have 20 lbs worth of stuff in the tourpack and bags at all times.

I have to be honest, never thought to measure it before and after.
I don't see anywhere on their site the travel distance. I'm going to assume that the amount of travel is the same, so ride height and ground clearance would be the questions.
