Yes I think he is talking about removable bags. I have a set and dont use them much. They have handles on top, which is great for lifting them in and out They zip shut at the top, so left unzipped they still have to be opened up at the top. You cannot store anything between them and the inside of your saddlebag. Fill them with stuff and when you lift them out the stuff settles to the bottom, which makes them hard to re insert later. Not the best idea as I see it.

i was referring to the felt carpet like liners that go in and stay in to keep things from banging about. No doubt on the quality of the H-D accessories, wondering if there was a viable alternative.
