Default Adding a backrest pad?

Can a backrest pad be added to the backrest in this picture? This a OEM backrest for a 2016 Road Glide. If it can, how does the backrest pad attach?

From its part number on the HD website does it offer anything up? What is the part number?

My sissy bar has a big plate welded across with a hole in the middle to hold and support the pad

Yes, the backrest clamps on to the sissy bar using a flat plate. It works well. Check it out:

Just for example.

The pad attaches to the uprights with a triangular shaped bracket and three screws. If you purchase a pad from HD, a chrome bracket is included with the pad. If you purchase the black uprights from HD, a black bracket is included with the uprights. A black bracket can be purchased separately, part number 54083-09.
