2019 Ultra Classic. I have a short inseam and am installing Legends suspension front and rear. Considering the 1 inch lower front. What are the pros and cons?

General rule of thumb: You can lower the back without lowering the the front,,, or you can lower both front and back,,, but you should never lower the front only. As far as being vertically challenged, I replaced my stock 13" rear shocks with Pro-Action 12" shocks (left the front alone so far). Dropping only that 1" on the rear made an amazing difference on solid footing. I feel that I'm sitting in the bike instead of on it. And,,, the superior ride was is bonus.

I like the regular 13” stock height for the better shock travel and more lean angles.

I'm 5'10" with a 32" inseam. I ripped the seam out of two HD seats before I realized it was because I was dragging my foot over the seat getting off the bike.
I put progressive 944 13" on the rear, they sit like 12" and I lowered the front 1" when it was time to service the forks.
I've ridden it this way for a couple years now and love it. If I get another bike it'll be lowered too. Wouldn't have it any other way.
I ride two up regularly and the only time I bottom out is speed bumps over about 25 MPH and the occasional interstate bridge seam.

I would mod the seat first before you do the suspension and see if that gets you flat footed. If need be, then do both front and rear to keep the same ride quality. You just won't be able to carve those curves as fast. I did the the seat and front/rear suspensions on my King.

I did a cheap lowering block from ebay. I sit perfect now but suffered a little in ride quality. When I have some extra funds I will get a pair of 11-12" shocks and get rid of the blocks. It's not terrible and I never bottom out but I know better ride quality is achievable. I left the front alone and may leave it that way. Oh yeah, I put a street glide seat on it as well. I ride pretty low, just need more quality.
