Isn't the newer Bluetooth wireless communication systems superior to the older CB technology? Lacking a CB today doesn't really seem like a negative.
We don't feel that the new Bluetooth wireless communication methods are superior to CB radio. In order that the leader and sweep Road Captains have uninterrupted communication, we request that no one else transmits on the frequent unless there's an actual emergency. Having a dozen or so bikes in a group puts considerable distance between the front and rear, and we found that the CB is more reliable. Not only that, but not everyone invests in a Bluetooth headset of the same brand, so you don't have the relaying technology (I forget what it's called). No, actual experience with CB and wireless headsets have shown us that CB is still the way to go. In fact, there's a rumor going around that J&M is going to bring back the CB now that H-D has abandoned it.
I am not big on group rides, but I can see if one is in a group and everyone is on a CB, you can have unlimited riders listening to road instructions, where BT has number limits. Also I believe the frequency range of CB could be greater as well. The worst part, to me, about BT is different brands can have issues communicating with each other. Not so with CB. Of course comms between rider and pillion are great with BT, until the battery dies, lol.
I like BT, I use it a lot on my BMW mainly communicating with my phone or NAV display via carplay.

I would definitely go with 2009 and up for the newer frame but there are also 2 things to consider: 1. The 2009 model's exhaust is exclusive to that year because the O2 sensor bungs are 18mm and mounted close to the cylinder head. This changed for 2010-16 models as they switched to 12mm O2 sensor bungs mounted at the collector pipe. 2. 2007-11 models use a bushing on the connecting rods for the piston wrist pin which is a bigger concern for higher mileage bikes as they can spin out and end up loose. The only fix is to send the entire flywheel in for repair since Harley doesn't sell the bushings separately.
