There are a few commie states that would require you to register the bike as custom build if the original motor was missing... the title would not say it is a Harley...so the statement has some truth to it...

In the vast majority of states they could care less...

If you buy an Edelbrock engine block, build it up with Edelbrock parts and put it in a '66 Nova is it still a Chevy? Yes.

There's no difference in motorcycles. Your "friend" is very closed minded.

Back when I was younger I built a small block Chevy motor and put it in my Pontiac Lemans.
It was still a Pontiac according to DMV, me and anyone who knew me.
Its still a Harley.
