Last month I got a set of Legend Revo-A's for my 2009 FLHTCU.
Man! These things are freaking great, they add a more comfortable riding experience in a big way and they are adjustable via compression spring and rebound adjustment.
I like them so much I got the Axeo's front suspension installed.
The front end dive during a hard stop is gone plus the bike handles much better in cornerring and high speed curves. Speed bumps and other road imperfections are no longer an issue, the bike easily absorbs the impact with out jarring my spine. I should have done this years ago.
Legend Suspension front and rear: Highly recommend.

Indeed...part of my major bike overhaul 2 winters ago. I shopped around during the Christmas season and found some great deals with black Friday specials, price matching/beating...so if you plan on doing a suspension upgrade sometime, this is a good time to find some deals.
for the rear, i had ohlins on my last bike. i liked them well enough, except, i had a detachabe tourpack that was mounted in the solo mount position. i found after installing them, that the top cap of the ohlins shocks would not allow the detachable mount to slide onto the forward mounting position (the one that is also the shock mount). between that, and the expensive shock rebuild required every few years made me decide to go with legends this time around. i've no complaints.

How was the ride quality comparing between the two? I am only familiar with Ohlins from my sportbike days...
Had Progressive on a Road King, Legends on my current FLHT and Ohlins on a Ducati. The quality and performance of Legends is top notch for the weight of a touring bike in my opinion - Especially if your going to ride hard in the turns.

i wasn't able to do a direct comparison between the two. the only reason that i bought a new bike is because my old bike got totaled. but i can tell you that i had a nice ride with ohlins, and once i got this new bike, i have a nice ride with legends. and i can mount my tourpack
I've been trying to decide between Legend REVO-A's and Pro-Action. The FB groups seem to really like the Legends, but it turns out the previous owner of my bike is part owner of Pro-Action, so I've been getting a lot of good info about their stuff as well.
