Default Quick Release Tour Pack

Hey All, recently picked up a used HD tour pack assembly.
Installed it with no problems but it appears to shake a lot.
It looks like the "C" in the front doesn't bottom out.
My Bike is a 2018 SG and the Assembly is from a 2009.
How can I verify the 2 up tour pack mounting rack is truly an HD Part?

I know there is 2 different PN's for this mounting rack, 09-13 and 14-present, but nobody can tell me what the differences are.

There are no markings on the H-D racks to identify as genuine H-D. There should be a black plastic U shaped piece in the rack. If that's missing there is your issue. If not many of the after market parts fit loose. If it's genuine late production H-D the mounting tabs ( the round parts the rack hooks into) are oval shaped and can be rotated to find the tightest fitting.
In the past I've resorted to quick fixes like using tie wrap to secure the rack tighter.

Visually, when the TP is mounted, the 2 racks look identical. The 14+ rack has the 90* bend from the top of the rack to the sides, whereas the 09 - 13 rack has a slight step. The pic below shows the diff from the 17 P&A book ...

Your only option is what NODYNA suggests.

The U shaped piece is there, the front part of the rack slips into the metal part of the dock, which is round.

I have the 09 for sure.

Check the bushing like NODYNA suggested. They are "elliptical" so you can rotate them and make them fit tighter, so they don't rattle around. The back ones were you lock it down. The front should "wedge" on and not rattle. Either model rack should be the same in that regards, but the top of the racks are different based on what tour pack you are mounting to it (pre-Rushmore or Rushmore). Sounds like you need the correct mounting rack, but you'll probably still need to adjust the docking point bushings.

FWIW, I've helped put on several dock, and some people have used the "aftermarket" stuff with no problem... but my experience has been different.
With the Amazon/Ebay stuff in particular and every one of those racks, out of the box, have been slightly too narrow (they wouldn't sit down in the groove of the bushing, one side would be up on the shoulder of the bushing). We've been able to over "spread" them so that when we relaxed the pressure off them they are the right width, so that taking them on and off the dock wasn't an hassle every time. On the aftermarket docks, I've just dealt with 1 that a buddy has, its bushings aren't "elliptical". It's on a 2010 and that dock has an every so slight different shape to it, didn't notice just looking at it. But because of it some things (a backrest) won't lock on the back bushings because the backrest's frame at the bottom hits on the dock, at the bottom, before the lock can fully seat. Same bike with a HD dock on it, the same backrest locks on just fine. Its all very close, but an 1/8" sometimes matters and at half the price there may be "issues" you're going to have to deal with, if you go that route. I wanted a black powder coated 1-up rack for a Chopped tour pack, HD doesn't sell one, so I took one of the aftermarket ones, spread it a little so it would sit on the bushing good (side to side), and moved the HD hardware over to it and now it works great.

I have cut a small piece from a old inner tube and put inside the C part for a tighter fit.

I did the same with a bit of fish tank air hose I had lying around.
