Sputtering under 3k
I own a 2002 Electra Glide Ultra Classic and around 3k or less on the RPMs it will sput and sputter briefly. Lately it has been doing it worse. It seems like the higher the RPM I am going the less it happens. Can anyone give me some advice on getting me in the right direction to figuring this issue out? It is very annoying, especially on the longer trips.

First thing I'd look at is fuel. Lower engine speed, less demand for fuel, less pressure. Clean the carb or injectors and see where that leads you. After that, I'd check fuel lines for cracks or small pinhole leaks.
If your bike is fuel injected , I would try cleaning your iac . Start by removing the air cleaner and placing a rag inside your throttle body , next turn on the ignition , do not start the bike , cycle the run / stop switch , you'll notice the pintle in the top of the tb open and close . Take some tb cleaner and spray bursts of cleaner into it until it comes out clean . Try that first before anything else .
If that doesn't help , I would look at your fuel system , could be a plugged fuel filter . Whenever I go into a tank , I always change the hose and fuel pressure regulator along with the fuel filter . If you can check for fuel pressure , that's great . If your fuel filter hasn't been changed in over 20K , I would do it anyway .
Check the bike for error codes , if there are any , that can lead you in the right direction .
Have your battery load tested , a poor battery can definitely cause you all sorts of issues . If you have a volt meter , you can test your voltage system , this section has 2 links that will guide you through it .

Last weekend, coincidently, had a similar issue with friend's Mini Cooper. Google told him fuel pump or filter. He changed those and issue persisted. I recommended plugs/wires. He changed those the next day and problem resolved. On my bike, the plugs looked fine when I pulled them, but replacement corrected the issue anyway.
