I can not determine what i am seeing in that picture since it gets out of focus when enlarged.
Almost looks like someone connected power commander to itself,..odd
In general the Power Commander is a piggy back or bridge.
It would connect as a bridge between ECM and cable.
When you have a chance consider going over suggestions line by line.

 

Hooked up power commander no high idle. Bike idles little low after a few throttle twists goes to about 900 rpm. Started bike about 10 times with no high idles at all.
