If you are doing pipes only. The power commander is not needed. If you do a complete stage 1 changing your air cleaner assembly, then you should use some type of fuel management. Only downside is you may need to have it dyno tuned. Which is expensive. But there a lot of people using a canned maps with good success.
Not absolutely necessary, but plan to get one. You bike runs lean from the factory (read: runs hot and not at its performance potential) and a new free-flowing exhaust will only make it worse.
Further, you know you will do an intake/air cleaner kit in the future, so that you can get the most from your bike. Fueling/timing changes will become desperately necessary at that time.
Last year I bought a 06 deuce stock air cleaner and se11 slip ons. Bike would pop on decel. Guy I bought it from said harley dealer said he didnt need fuel management. Lots of opinions on this. In the fall I put se air kit and efi tuner from fuelmoto. They programmed it and I installed it and I could not be happier. No dyno tune but no pop anymore I am very happy. Thats just me. Your probably gonna get the air cleaner anyways so you might want to do it all at once. If I can intall air cleaner and tuner anyone can. Bike ran alright with just the slipons but pop drove me nuts now it runs real good. Hope this helps ya.

Can run without it, or get a HD stage 1 flash. But... Think a little further down the road, and if you're going to do anything else to your bike you might as well bite the bullet now. I'd suggest getting the auto-tune with it, but that's all a matter of opinion. There's lots of tuners out there, and everyone has a different opinion on them.

When Changing the Air Intake - Reprogram the EFI system or Tune your Carburetor.
When Changing the Pipes - Reprogram the EFI system or Tune your Carburetor.
It you don't own own a Reprogrammable EFI device, ie Power Commander, buy one.

I just changed my pipes and air cleaner out, got the HD stage 1 DL and have lots of pops on decel.. Save the money you will drop on the DL and use it towards a pak.. Just my 2 cents..
