Have a 13 flhx and I'm wanting to add cams to it. Mods are dresser duals, cfr slipons, heavy breather and sert tuner. I ride mostly backroads with some interstate riding mostly solo. Wanting a good lope with a good increase in lower torque/hp but be able to Carry it to 7k rpms if needed. Will be adding .030 headgaskets when I do the cam change. Want to leave bore and heads alone for now but will port the heads down the road. I would like for it to run with my s&s 117 lol if possible. What tuner would be easiest to use since I will be doing the work myself. I know I need cams, lifters, pushrods and gaskets/orings but what else?

Your duals and CFRs are sucking the life out of your low end torque. I had duals, and Fuel Moto advised against doing heads because the benefit would be reduced with duals, at a minimum pushed way right in the curve where I'm almost never in those upper range RPMs
Suggest you talk to a reputable builder - Fuel Moto, Hillside, Dragos, others.
Just want the power increase to come on as soon as I whack it. Iirc the Rev limiter is near 7k don't hold me to it though. And I know the duals are knocking some low end tq down but would the andrews 57 or woods 555 cams help it any?

Well, they would, I had 777 cams and liked them, but I also had duals and was advised that ported heads would be a waste of money (By Fuel Moto).

it runs pretty good considering it's basically stock. My 117 s&s has v&h big radius and it will either blow the 250 tire off or run like a raped ape lol.
And after reading the replies it's making me wonder if I should bolt the factory headpipe back on after gutting it beforehand. I still have it as it only had 1k miles on it when removed. Hated it cuz it would get so hot(hd factory tune). It's not as hot since the dealer dynoed it when installing the pipes etc. Iirc it made 83/91. Would like to get closer to 100/110-115tq
Not sure as to how well it might work w/duals and CFRs, but I felt a noticeable improvement with lollipop from DK customs on a magnaflow 2-1 shorty that was giving me the low/mid range torque dip. Kind of a band aid but it really did help.
Re cams, I think I remember from my research that with a less than ideal exhaust configuration you'll want cam timing with less intake/exhaust overlap than might otherwise be desirable.
