I just recently installed the quick attach tour pack that came with my bike. The PO had never installed it but when I did, I noticed the lights did not work. I assume they're supposed to? There were 2 connectors that I found and plugged in. Am I missing something?

Try the checks suggested by xcbullet in his post above...
If no power to the bulbs, the PO never used the tour pack, and the connectors just sat under the seat uncapped, it's entirely possible the connectors developed corrosion that may be causing an issue... especially the ground in the connector....
Well, I Know Not what plugs you are connecting, but a description of the plugs and wire colors may help. I believe there should be a plug for the lights, one for the speakers, (if you have speakers) and some for any antennas?
