A 13 to 14 (pre Mount Rushmore to a Mount Rushmore) would be a different animal (I think).
Maybe easier may be harder…. is buying a newer bike out of the question?
Are you wanting to covert all the gauges (infotainment) over or just the fairing and controls?
Roadking and allot of the softails can use the aftermarket fairings (much easier).
The aftermarket fairings and stereos are much lighter (if built right).

Yes, I posted and spoke about a Road King to Road Glide. Different, but the same principle. The electronics are what make the swap difficult, otherwise, it's four bolts that hold it on.
So what Im gathering is fairing will swap no problem its just the gauges that can be the problem and wiring them. So I guess it would be do able.
You'll want to verify mounting locations of the bolts. Make sure the spacing is the same. I have been looking but I can't find the specs on that. I can get a measurement of my 2020 when I get home and post that, but you'd have to measure your own bike to see if the spacing is the same. I'm referring to the bolts that run through the front turn signals and mount the fairing to the forks. There may be other bigger differences too. The spacing side to side is a consideration because 2013 has 41mm forks and 2014 has 49mm forks and that may affect the spacing of the bolts side to side by as much as 1/2".
