That is a plug which fills the open slot, swap it and the pink wire.

I figured out how to do it as I attempted it the first time so it was slow going. I removed the front cover and the plug came out easily and with a little work using a pick I got the pink wire's pin out. The hardest part was getting all the pins lined up to get the front cover back on. Pay close attention to how the pins are positioned as you remove the cover as they have to be oriented the same for reassembly. I took lots of photos as I worked.

Picked up a 2017 HD FLTHP Police model from auction and I need to get the horn to operate to pass inspection. All police lights, siren, and siren module have been removed. I found rewiring suggestions, on a 4pin connector found under the seat, but it did not work. Any insight on what needs to be done?
