One thing to consider...maybe 12" bars will fit w/o cable swap, but make sure you test functionality when turning sharp (Right & Left). Ask me how I know...ended up replacing cables on my '90 FLHX after bar swap so it was two projects in one. Don't skimp on time - do it right the 1st go-round.
I have a 2014 Ultra Limited and am looking to change out the stock bars for higher bars (I am looking at the Dominator 12" meat hooks).
My question is: How tall of a bar can I go with without having to add any wiring or cables?
I have asked at a few dealers and it sounds like I can go 12" but I can't seem to get a definite answer.

I was looking at 12s originally and wound up getting FBI hooked apes in 14 for my 2021 SG. Im very glad I did. Yes, I had to have cables extended but I also wanted to be able to use the stock mirrors in the fairing. Theres no way I would be able to do that with the 12 . Some guys say you can but I couldnt. Id check out a pair of 14s and see how they feel. Its all what feels the best for you.
I've toyed with going to 14s. I think they'd be about perfect, but I really like my 12s and would be pissed if I went through the cost and effort just to realize I liked the 12s better. I'm sure at some point I will, but not yet. Everyone's different though. I'm 5' 9" and 14s are on the outside edge of what fits for me. Non of this is relevant to the OP, but the 12 vs 14 thing has been a struggle for me, so...

Im sure youre not alone with the decision. I struggled with it for a few weeks also. I was fortunate enough to have run in to a friend with the 14s and they felt great. I would of been pissed to have dropped the loot on bars that I didnt like. Lol. Good luck! 👍🏻
Pretty sure you can do 14s on a rushmore without anything but the bars. On the 2014s i think they still use the large connector that you have to remove and repin once the wire is pulled.
and for what its worth always go one size taller than what you think.

You should be okay with 12” bars. Hell, in this thread, a member said he installed 16” bars! You may have to do some rerouting of the clutch and brake lines and you might need wiring extensions. Good luck!
