man...i would break every lock on the bags or tour pack before i mess with that ignition lock. heck...break the locks and get a few bungee cords to keep the lids closed for the ride back home.
Before asking if the locksmith can open a Harley lock, ask if they can come an unlock a "tubular" lock that has a lost key. Tubular locks are on vending machines, pay phones (if you remember those), and other things. Most locksmiths are unfamiliar with what kind of lock a Harley has, but will understand an Ace II, which is hard to pick.

Definitely attack the saddlebag lock in preference to ignition or steering lock. Much easier to deal with and much easier to replace later on. Any locksmith should be able to pick or at least drill out a saddlebag lock. It is just a glorified suitcase latch. Any local thief could probably jimmy it open with a screwdriver in two seconds flat.

My bike came with a spare key clipped inside the right side panel just forward of the saddlebag......Do they still do this on the newer bikes?....Mine is an 09.....

Dealer can’t help? Come on. I’m sure by VIN they can at least order a new key and the customer can pay to have it overnighted. This cannot be the first time this ever happened.

Somehow they found someone with a key that has been overnighted to them.
They asked what I'd do if I lost my keys. I have one hidden on my bike.
