Looks like my Jim's Inner Cam Bearing tools; The #787 and #993.... or at least a knock off of them..
The top bearing driver & screw, along with the bottom plate are used for installing new inner cam bearings..
The center portion... Metal sleeve/cylinder, bolt with expanding collet on the end, washer, and nut are for pulling the old inner cam bearing...
Based on your pic, it looks like you are missing the four screws for mounting the plate to the cam chest for the install, and the steel rod you push down the center of the expanding collet once it has pushed though the old bearing, before tightening the bolt to pull the old bearing out...

FWIW... I also have the cheaper Heartland tool that uses that flat plate to both install and remove the inner cam bearings. I DID NOT like the feel of the puller. It seemed very cheap, especially the removal collet, and I was afraid it would damage the inner cam bearing during removal and cause bearing debris to fall into the cases.... I used it twice, then bought the separate Jim's Tools. The #993 Jim's bearing remover is rock solid and seems much better to me than the plate style..
I am not a tech, but I have changed out inner cam bearings 4X on my bikes and 2X on good friend's bikes.... IMHO..... The Jim's Tool is much better, sturdier, and just an all around better tool

After looking up the George's tools, I agree....
The holes in the plate match the George's tool, not the Jim's tool plate.
I was also unaware that the George's tool inner cam bearing puller was the same style as the Jim's tool...

Looks like a cheap eBay clone.
