You can source the power from somewhere on the bike that doesnt shut off when high beams are selected. This is one of the reasons I prefer to build my own harnesses for such. I can select and wire them exactly how I want.
on my last bike I used the aux rocker switch but pulled power from under the seat to my own relay. My driving lights stayed on any time the bike was powered, unless I chose to turn them off.
a diode can likely be added to that harness somewhere and power added from the high beam circuit back to itself. The fog lights would then stay on with both circuits. This is how the 99-07 GM trucks did their 4 and 6 Hi mod back in the day.
Other than taking the bike to a dealer and have them do it, I know of no other fixes.
The scanner I use for my ABS flushes programs this.
Older bikes you would have to re-wire. Just for anyone who may discover this in google, you can google it and find wiring diagrams. Common way to do it was to wire to hot side of accessory switch
Now with the BCMs, you just program them to stay on, I suppose you could re-wire them too. Never tried.
