CVO Saddlebbag lock/unlock button is not working

I put now ecm and instrument from 2019 FLTRX, same story. I think I will leave it.
do you think I can short pins some pins on switch pack to check? Maybe my two dash switch packs are demaged?

You might try check what do you have on resistor pack while pushing the buttons and what's coming from the pack to instruments. It might be either power from buttons or ground. So it depends from it how to measure the wires.
PS and we can't say for sure nonCVO 16+ cluster have the lock control support. Maybe it is the only CVO cluster option. BTW when you put the fltrx cluster was your dash buttons backlight working?
And you probably had to marry that 2019 cluster to your bike with diag4bike as just replacement with ecuight not work as you need your bcm to be married to it as far.
