For sealing oil drain plugs.
Supposed to stay relatively soft but prevents leakage and sticky enough to hold plug in place securely.

Only stuff I have used of there is for the oil pan gaskets, that was called out in older manuals, but don't think is anymore.

Why do you need anything for your drain plugs? Other than older primaries?

I use it on my drain bolt threads, in addition to the o ring. belt and suspenders...
