Default New Voltage Regulator

I just replaced a bad voltage regulator on my 2007 Ultra. When I start the bike up it is running really fast. Is possible to plug the stator plug into the voltage regulator wrong and would that cause this issue? The new regulator is put out 14+ volts to the battery.

Do a throttle reset to it. Turn the switch on and off 3 or 4 times waiting at least 10 seconds between each cycle. On 10 seconds, off 10 seconds. Don't touch the throttle while doing this.
Manual says 3 seconds so try both ways.

When I replaced it on 2007, just worked. What needs resetting?

The throttle by wire can learn a new idle position...

For example, if you turn off your bike with the kill switch, and you slightly turn your wrist when reaching for the kill switch, you may increase the throttle position a little bit right at the moment of shut down. The ECM will remember that position.

Do that like 10 times, and all of a sudden you realize your idle is at 1300-1400 rpm...

A throttle position reset, will zero the throttle position and the idle will go back to whatever the tune calls for...

You sometimes have to do the reset procedure a couple times for it to take...

OP-
There's no guarantee the throttle position reset will cure your issue. It is a good first step however, when trying to diagnose a high idle rpm. It has fixed many a high idle issue.

Give it a try and report back if it helped.

NOTE: I have heard to wait until the engine light shuts off, and I have heard to wait 10 seconds... Sorry, too lazy to make the walk to my garage and look it up..

Here is how I saved it in my notes;

Don't touch the throttle .. kill switch in the run position ...
Turn ignition switch on, wait for engine light to go off, turn ignition off.
Do this 4 times, then start the engine. This resets the computer.

Note: when shutting down the engine make sure it's at idle. Don't blip the throttle, and don't shut it down on cold idle. The computer remembers the last rpm at shutdown and sets the idle to that.

And this is why I use the ignition switch to shut down the engine, once in a blue moon I will use the "run/stop" switch only to make sure it works.

I typically use ignition. More robust contacts and easier to change out.

But this is one step away from dino vs syn debates.

The service manual says 3 seconds between power up and down. Giving the bike time for the engine lights to go out would be a good try also. Try both ways and see what happens.

This is out of a 2009 manual ( TBW ) Not to sure if they were playing an April Fools joke or not

Place the engine run/stop switch in the RUN position and turn the
ignition/light keyswitch to IGNITION and then back to OFF four
times (without starting engine). Allow at least three seconds
to elapse between ignition cycles. As the ECM uses the first
four ignition cycles to establish the optimum idle speed, there
may be initial performance problems if the procedure is not
performed, such as high idle or hesitation when the throttle is
opened
