I just received a used 03 flhtcui and it came with one key. That key will only open the fuel tank. It will not unlock the ignition. Also the key is in the locked position but the switch still works and starts the bike is this normal.

 

All HD keys will open the gas door… that is by design.

If you take your registration to your local dealer, they can order you replacements for the original ignition switch.

I paid almost $40 for 2 keys w/ plastic covers.

 

Should you bea able to start the bike with the key in the locked position

 

Turn handlebars left. Turn ignition to the far left. Locks the handlebars. Key in, push down on the entire ignition ****, turn key. Now it's locked. If the ignition **** turns, it's not locked. A good locksmith can pick the lock and cut a key for you. Had to do that on vacation this year when I lost my key and fob.
