The OEM TSM/TSSM were developed for incandescent bulbs. That's why you get hyper-flash when changing to LEDs on the older bikes. Newer bikes with a BCM, can adjust to the difference in load between incandescent & LED bulbs. Many companies sell a load equalizer that will allow a TSM/TSSM to function just fine with LEDs. The load equalizer will plug into the wiring harness. It fits between the main harness and the rear light harness connector, under the seat by the back fender.
I have three Twin Cam bikes with a TSM (1 bike) or TSSM (2 bikes). All three run LED turn signals and stoplight. I have a load equalizer on each one for the turn signals and have had no problems.
I know all of that. I may be wrong, but I thought I saw a company that sold TSM to convert to LED, rather than using load equalizers. If they made one, you could convert to LEDs if your incandescent failed. I don't think 2009 is BCM or LED, but not positive.

I have seen aftermarket TSMs for older bikes. I was speaking of the Twin Cam years. I have to admit being ignorant about the aftermarket TSMs for EVO or other bikes.
The 2009 bikes still had TSM/TSSM modules and incandescent lighting.
The Softails didn't get a BCM until they went to the CanBus system in 2011...
