I assume you looked at a Police seat from the same year and it was not to your liking?

I only have a 34" inseam
The cop seat would be "ok" minus the suspension

( and you know how comfy the tractor seat is ! )

I put the V-Twin Corbin-Gentry seat, with the skirt, on my CrossBones... but I used the springs. That seat is pretty firm. I would think it would be a pretty hard feel without the Springs... Additionally, you would have to fabricate some type of mount system. It is set up with the slot on the front of the seat for the hinge mount, and just two holes in the rear of the seat pan for the spring base to mount to the seat. You'd have to be creative.

On my 2016 bagger, I have a Russell Day long seat for my trips, but around town I went with the Police Seat for that year, off a 2016 Police Electra Glide. The 2016 year police seat uses a coil over shock for the seat, no springs. I got one used off eBay, with all the mounts, for a fraction of the the cost had I bought the parts from HD. It bolted right up. It was unexpectedly very comfortable. I even bought a passenger pillion from Mustang seats so the wife can ride with me.

I don't know how the '99 Police Seat was configured, but might be worth a look...

Good luck with your seat mod..... Keep us posted on the reults

If you are concerned about the height of the cop seat, you may be surprised....

I have a 31" inseam.

My Russell Day Long is higher than the OEM seat. I use their suggested "rock forward" technique to get flat footed. It works, and I do it without thinking now.

The Police Seat IS even taller than the Day Long seat.... but.... It is easier to reach the ground and go flat footed for me than the Day Long seat... I think it has something to do with the nose section of those tractor/bicycle/police style seats... I was worried about the reach and really surprised it was easier than the Day Long...

Bit of a stretch in less than ideal terrain

If I might add this:
I'm not sure how far back the "early" style police setup is the same, but on my 2006 Road King Classic, the T-bar for mounting the seat has the front bolt in front of the seat and raised slightly. I believe this also helps lower the seat more toward the frame. If you look at the way the later seats (like what @hattitude has on his 2016 bagger) mount to the T-bar, you'll see they have the bolt for the front mount under the seat. I'm not sure if there IS much of a difference in height, or if the one I used on my RKC would be the same for your '99. If it is, things may be working better for your situation simply by design.

Here's a link to a pdf that shows the later-style police seat mount and the earlier version for comparison.

It appears that using any of the readily available parts puts the nose of the seat so high that dropping the rear closer to the frame would result in way too much slope

I agree, I don't think there will be a noticeable height difference at the front of the seat between your style police seat and the police seat for my 2016 model, due to the fact that my front seat bolt is a good 4 inches behind and below the nose of the seat. Your front seat bolt is in front of the nose of the seat. IMHO, that requires the higher bolt position, which I think gives it a very similar height as mine, with the bolt lower and back.

I can say that the Police seat, overall, is much higher than any other seat I have tried on my '16 bagger. In fact I am thinking about getting a 1" higher windshield for when I run the Police seat, versus when I run the Russell Day Long seat, which has a reputation of raising the rider over OEM height.

The part that surprised me about the police seat was the comfort, although I heard many say how comfortible they are... it's really nice.

But mostly, I was surprised by my ability to reach the ground with my 31" inseam. The fact that as high as I sit on the bike, I can easily flat foot... That I wasn't expecting..
